Ask a Lawyer A fugitive s loss of rights and credibilty

My sister-in-law was stopped for speeding in Louisiana 2 years ago and the officer found drugs (meth) in the car. She was giving a ticket for having the drugs. She never went to court and she now has been arrested in Texas and is being sent back to Louisiana because she is a wanted fugitive and her charge is said to be possession w/intent to deliver meth. Why wasn't she arrested right then and taken into custody ?? She had her children in the car with her.
